That was faced with only one</p><p>difficulty, namely, overcoming political conditions; the whole Reich</p><p>already had a common cultural basis. Apart from a few minor fragments,</p><p>it comprised only a single people.</p><p>Conditions in Austria were quite the opposite.</p><p>Apart from Hungary, there was no great political tradition in any of the</p><p>various nations. If there were, time either erased all traces, or at least</p><p>rendered them obscure. Moreover, this was the age of ascendant</p><p>nationalism-the awakening of national instincts in the various countries</p><p>of the empire. They were difficult to control because, just outside the</p><p>borders of the empire, new national states were forming, consisting of the</p><p>same racial stock as those within it. These new states were able to exercise</p><p>a greater influence than the German element.</p><p>Even Vienna couldn't hold out forever in this conflict.</p><p>When Budapest developed into a metropolis, a rival appeared-one</p><p>who's mission was to strengthen one part of the empire, and not to help</p></blockquote><p></p>
