The instinct</p><p>for self-preservation drove the Germans to vigorously defend themselves.</p><p>Economic considerations only slowly began to grow in influence; but they</p><p>were of secondary concern. But of the general political chaos, two party</p><p>organizations emerged. The one was more of a national character, and the</p><p>other more social.
