Who says my local drug dealer and murderer aren't being tested?

Allāh does not create pure evil or harm: whatever exists has elements of good. The overall good that will come out of a tragedy will eclipse the harm that it brought, provided humans have the right attitude. For example, let's look at the COVID 19 crisis as an example. On one hand, you may see how people suffer and die. But on the other hand, it brings families together and many people are remembering religion because of it. As Muslims, we will try to take the good from every circumstance, no matter if it may not appear good superficially. Remember that Muhammad SAW was an optimist, he tried looking for the good in every opportunity.
One of the effects of evil is that it brings about the attitude of combating that evil with good. In other words, who will be there to feed the poor when there are no poor people? Who will adopt the orphan when there are no orphans? In a life with NO calamities, we will be so accustomed to it that people will forget to perform good actions. Just think, how come it is usually the rich and famous that tend to be seen as arrogant and greedy? Its because many fail to be grateful for what they have.
When a calamity strikes, we turn to Allāh and thereby come closer to Him. Allāh loves that connection with us. Allāh Says: "Then why, when Our punishment came to them, did they not humble themselves? But their hearts became hardened, and Satan made attractive to them that which they were doing." [Sūrat’l-An‘ām, 6:43]
Test of life: the purpose of life is to pass the test in this world in order to gain rewards in the next life. When you say 'why there is suffering', consider the alternative: A world with no suffering. Since we believe in the Akhirah (afterlife), remember that this dunya (worldly life) is NOT meant to be a 'perfect' world where no suffering exists. That, we can find in Jannah (heaven) Inshallah.
Reminder of life after death: there is no true justice in this world. Ultimate justice will be served in the hereafter. As Muslims, remember we believe in life after death, so what happens now will not be the 'end'.
To test our faith in Allāh and earn Allāh’s forgiveness through difficulties and trials. After teaching a course to your students, a teacher would want to test them to see who learned right? In the same, way, Allah tests us with suffering to see how we react to them in order to test us.
Hope that answers the question. And Allah knows best.
