Look at this deleted scene from the movie
As you can see, the fox is the one in a shock collar, why? Because in this society they believe that everyone that is a predator is bad, the same way our society thinks that nature is bad.
This movie encapsulates the idea of government and how they try to desperately repress human nature. Everything we see as “wrong” to an extent is human nature.
I recommend watching the whole movie for that core message, it’s way deeper than just the police stuff.
