National Socialists/Fascists tend to go for the bald look. Mussolini (the Father of Fascism) is a great example. There's also a well-known Nazi leader in Australia who's bald named Thomas Sewell. (I voice him in my friend's spin-off of Murdoch Murdoch animations as well as one of the three main characters.)
