Across The Money Masters, The Secret of Oz, and Jekyll Island: The Truth Behind the Federal Reserve, Bill Still tells one story in three passes: that the power to create money was quietly taken out of public hands and placed in private ones. It opens with the founding of the Bank of England in 1694 and follows the idea across the Atlantic — through Hamilton's First Bank, Jackson's war on the Second, and the greenbacks Lincoln issued to fund a war without borrowing, money that Still insists worked. It runs through the deflationary grip of the gold standard, which he reads as the hidden subject of The Wizard of Oz, Dorothy's silver slippers on a golden road standing in for the Populist demand for an expanded money supply. And it arrives at a private railway car bound for a Georgia island in November 1910, where a handful of the country's most powerful bankers drafted, in secrecy and under assumed names, the plan that became the Federal Reserve Act of 1913. Still's conclusion is not that gold should return, but that the nation should issue its own debt-free currency — that the real question was never gold versus paper, but who holds the pen.
