There was a Short I was watching, it was during an interview during the 60's about a town during I believe the baby boomer era, long story short they used the word "Normie" and its meaning had a different context then we use today. And if you mean by do people with uniformity behavior, opinions and attitudes- have always existed then yes because such a government with intent on control desires for universal opinion, an opinion that is in their favor.
