Serious My Chinese neighbours are being very mean

Can't report unfortunately because nothing will happen and the situation might burden their parents which leads to more stress. It's normal in Asia so nothing will happen.

But they are beating their daughter excessively. She sounds like she is about 7-10 in that range.

There is difference in disciplining your children after severe misbehaviour vs just beating your children into submission.

Sometimes I try to relax in my living room and I hear her crying scream "不要! 不要!"

It directly translates to "no want" or "don't want" but she is using it in such a way where it means more like "please stop".

Brutal, I'd never beat my kids if I ever have one unless it's serious

For example : If my kid bullied or beat up another kid, excessive disrespect to the mother etc.

They are chineses, being a bunch of subhumans its pretty much natural to them. The girl will probably grow up and replicate this behaviour as well
