Probably multiple reasons. Contrast of lighter colored skin versus black hair makes it quite visible (a lot of Europeans are hairy for example, but it's not quite visible because of hair color). One theory I think is that it protects from sunlight and whatnot. Also probably a bit of what voiceofreason77 said as well.

It really depends tho, btw. Not all of us are hairy. A good portion of us are not too hairy. I for example can't actually grow facial hair even if I wanted to
