Correct, most of their capable senior leadership within the core of the organization has been out of service for a long time now and it seems like they haven't been able to properly tackle their 'brain drain' kind of issue.

They were useful back in the early 2010s but not anymore really... everything went bonkers for them once the YPG defeated them on that counteroffensive against Kobane sometime around late 2014 (I reckon that took place in December of the aforementioned year).
